Zionism is simply the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Is that racist? No. I am a Zionist, so the Green Party says I am a racist. In two lines: "You can't be anti-racist and antisemitic." "Zionism is anti-racism." Zionism Is Not Racism. Green councillors now face a choice about their political future. ## What has happened since - 7 October 2026: The Green Party is referred to the Equality and Human Rights Commission over the motion. The Campaign Against Antisemitism referred the Green Party to the Equality and Human Rights Commission, asking it to investigate whether the party has discriminated against Jewish members contrary to the Equality Act 2010. Seventeen Labour MPs wrote to the Commission's chair asking it to consider whether the party has broken the law. The Telegraph reported WhatsApp messages in which members of Greens for Palestine, the group behind the motion, shared advice on complaining to the party's disciplinary panel about Caroline Lucas, the party's first MP and twice its leader, who had called the motion "dangerous", "divisive" and "flawed from top to bottom". "Lucas needs to be removed," one wrote. A template letter of complaint has been created, the paper reported. Nine days after the vote, the Green Party lifted the suspension of Mohammed Suleman, Newcastle city councillor for Arthur's Hill, suspended before May's elections for reposting a TikTok video that described Jews as "ungrateful, merciless, and without love". The Newcastle Green group said he "knows he has been in the wrong". His return makes the Greens the second-largest party on Newcastle City Council, with 24 councillors. The register records where each one stands, from this site's own records only: 47 put their names to the motion as supporters; 6 have signed the pledge that Zionism is not racism; 2 have left the party over the motion; 1268 have no public position recorded. No anonymous claims and no invented positions: a councillor is on the record only for a published list, a signed pledge or a public resignation. The questions put to every Green councillor: Do you support Motion A105? Will you publicly call for it to be reversed? Will you resign if the party keeps it? The letter supporters post is headed "Zionism is NOT Racism": reverse Motion A105 (https://zionismisnotracism.co.uk/letter). ## What the Green Party has said in reply, and why it does not stand up (https://zionismisnotracism.co.uk/#their-reply) The Green Party of England and Wales, replying by email to supporters of this campaign, October 2026. The reply does not say that Zionism is not racism. It does not say the motion is wrong. It does not dispute a line of it. It does not say it will be reversed. - The party says: "The motion is a statement of the Party's position, it doesn't make any changes to our code of conduct or our guidance on antisemitism." It changes both. The motion says so. Page 6 of the motion: "Zionism, as defined above, will be treated as any other form of racism, and this motion will be implemented by the Anti-Racism Policy Working Group as appropriate and in accordance with its ordinary practice." That is an instruction to the party's anti-racism machinery, not a statement of opinion. Racism already breaks the party's code of conduct. A motion that declares a new form of racism changes what the code catches, whether or not a word of the code is rewritten. The same motion rejects the IHRA and JDA definitions of antisemitism as "weaponised" (page 4). Those are the definitions used by the UK government, the police and the Crown Prosecution Service. A party that drops every accepted definition of antisemitism has changed its guidance on antisemitism. - The party says: "Anything that didn't break the code of conduct on Saturday, still [does] not break the code of conduct today. Members won't be discriminated against or disciplined because of their beliefs, including protected beliefs." Then the motion means nothing, and the party can withdraw it today. It cannot be both. A policy that treats Zionism "as any other form of racism" and a promise that no Zionist will ever be treated as a racist cannot both be true. One of them is not. The reply concedes, in passing, that Zionism is a protected belief. That is the point. Declaring a protected belief to be racism, as party policy, is what the Equality and Human Rights Commission has been asked to investigate. Discipline is not the only harm, either. A Jewish member who wants to stand as a candidate, chair a local party or sit on a committee now does so in a party whose policy calls their belief racism and which has committed itself to "explicitly opposing Zionism in our internal and external communications going forward" (page 6). - The party says: "We want to reassure you our Jewish members are safe and welcome in the Party as before." "As before" is the problem. Before, the party had not declared the belief of around nine in ten British Jews to be racism. Jewish members are welcome on one condition: that they accept being called racists by their own party's policy. 2 councillors have already left the party over it. Four of the party's five MPs have rejected the motion in public. The party has been referred to the Equality and Human Rights Commission over it. A reassurance that changes nothing is not a reassurance. - The party says: "You suggest reversing this motion. Our policy is voted on by members, and as a completely democratic organisation we cannot immediately reverse a motion which conference has voted to pass." A party that can vote a motion in can vote it out. Conference meets twice a year and can rescind what it passed. "Cannot" means "will not". Nobody is asking the leadership to overrule a vote. We are asking it to say in public that the motion is wrong, as four of its five MPs have, and to bring the vote that reverses it. A members' vote is no defence in law. The Equality Act 2010 binds a political party whatever its members vote for, and the Equality and Human Rights Commission's guidance for parties says so. The United Nations voted that "Zionism is racism" in 1975 and voted to revoke it in 1991. Votes can be reversed. That is what a vote is. - The party says: "The Party and Leadership are aware of the strength of peoples views on this motion and we will be doing everything we can to make sure all our members, including our Jewish members, feel safe and secure in the Party." Everything except the one thing that would do it. The reply offers Jewish members a feeling of safety while keeping the policy that calls them racists. It does not say that Zionism is not racism. It does not say the motion is wrong. It does not dispute a line of it. Five days after the motion passed, Zack Polanski lost the Holborn and St Pancras by-election. The voters have given their answer. The party has yet to give its own. ## What Zionism is Zionism is the belief that the Jewish people have the right to live as a nation in the Jewish homeland, where Jews have lived continuously for approximately 4,000 years. That is not racism. It is national self-determination, the same right every other people claims in its historic homeland. French people have the right to a homeland in France. Is that racist? No. Simple. You can fiercely criticise any Israeli government and still be a Zionist, just as you can criticise the French government while believing France is the homeland of the French. Neither is racist. ## What racism is Racism is treating people worse because of their race, ethnicity or national origin, or holding one group to a standard that is applied to no one else. UK law recognises Jewish people as an ethnic group protected by the Equality Act 2010. ## Why calling Zionism racism is antisemitism There are nearly 200 countries. Dozens have a majority religion and 43 have an official one. Israel was founded by a United Nations resolution and admitted to the UN in 1949; many countries have far less to show for their founding. Nobody calls any of them racist for existing. If believing in a Jewish homeland is racist, then believing in a Palestinian homeland is racist too. Nobody says that. Only Jews are told it. Picking out Jews, and only Jews, for a rule applied to no one else is racism. That is what the motion does. The United Nations said "Zionism is racism" in 1975 and took it back in 1991. The Green Party has brought it back. Zionism is not racism. By singling out the Jews, the Greens have become racist. ## Zionism is not colonialism, and Israel has a right to exist The Jews had no mother country. Colonialism is a mother country planting settlers abroad. The Jews had none. Conquered and expelled from Judea by Rome, ruled there by one empire after another, persecuted wherever they were scattered, they came back to the land where they became a people and have lived for approximately 4,000 years. Half of Israel's Jews descend from the 850,000 driven out of Arab and Muslim countries after 1948. Nobody sent them. Nowhere else would have them. "Settler colony" means "should not exist". Israel was created by United Nations resolution 181 in 1947 and has been a member of the UN since 1949. Dozens of states were drawn in the same decade. Only this one is called a colony to be undone. One in five Israelis is Arab, votes, and sits in the Knesset and on the Supreme Court. Criticise any Israeli government, as Israelis do. Denying the state is different: it denies Jews what every other people has. Israel has a right to exist. Nearly half the world's Jews live there. "No right to exist" means "no right to a country": stateless again, as in the 1930s, when the doors of the world were shut. What Greens For Palestine is saying. The motion commits the party to "a single democratic Palestinian State in all of historic Palestine". That is Israel's abolition. Greens For Palestine says it plainly: "It's time to build an Anti-Zionist Green Party" (Greens For Palestine on Instagram, 3 July 2026, over a map in the Palestinian flag from Haifa to Beersheba that leaves no Israel at all) "The settler colony in occupied Palestine ... the Western world's only major Anti-Zionist party" (Greens For Palestine, 6 October 2026, after Israel barred Zack Polanski from entering the country) That is not a view about Israeli policy. It is a view about whether Jews may have a country at all. Sources: The map and the call to build an anti-Zionist party, 3 July 2026: https://www.instagram.com/p/DaU5pDhKxVb/ The statement of 6 October 2026: https://www.instagram.com/p/DeKK4E0K38I/ ## What the motion's own backers say it means The motion, A105, is not a one-line slogan. It declares the Green Party "an anti-Zionist party". It supports "a single democratic Palestinian State in all of historic Palestine", which means no Israel, and so rejects the two-state solution backed by the United Nations, the UK, the EU, the Arab League and the Palestinian Authority. It affirms Palestinian "struggle ... by all available means", and its own briefing paper spells that out as "including armed struggle". It calls Marwan Barghouti, convicted of five murders, merely a "prisoner of conscience". And it calls for Palestine Action to be taken off the terrorism list. The Greens support proscribed terrorists. Then it turns inward. Zionism is to be "treated as any other form of racism". So, anyone who believes Israel should exist is to be handled as a racist. ## What the law says The Equality Act 2010 protects people from discrimination, harassment and victimisation because of race, religion or belief. Jews are protected as an ethnic group, and Zionism, as a belief held by most British Jews, is capable of protection as a philosophical belief. The Equality and Human Rights Commission's 2020 guidance for political parties is plain: a party must not discriminate against, harass or victimise its members, associates, guests or those seeking membership because of a protected characteristic, including race, religion and belief. A party that declares the core belief of most British Jews to be racism, and treats those who hold it as racists, contravenes the Equality Act and the Commission's guidance. The motion is not only wrong. It is unlawful. ## Key facts - Motion A105, "Zionism is Racism": Policy motion, Green Party of England and Wales conference, proposed by Lubna Speitan. - Passed on 4 October 2026. - 46 sitting Green councillors appear in the party's own printed lists of supporters (the spring 2026 version, A105, and the autumn 2026 version, E02, which passed). - UK law recognises Jewish people as an ethnic group protected by the Equality Act 2010 (https://www.legislation.gov.uk/ukpga/2010/15/contents). - Around nine in ten British Jews hold the belief the motion calls racism: that Jews have a right to a homeland in their ancestral land. - Jews have lived continuously in the land of Israel for approximately 4,000 years. ## What the motion says (Motion A105, in brief) - Declares the Green Party "an anti-Zionist party": a mainstream British party formally opposed to the core belief of most British Jews. - Supports "a single democratic Palestinian State in all of historic Palestine", which means the end of Israel as a state. That rejects the two-state solution backed by the UN, the UK, the EU, the Arab League and the Palestinian Authority. - Affirms Palestinian "struggle ... by all available means" and, in its own briefing paper, spells that out as "including armed struggle". - Orders that Zionism "be treated as any other form of racism" by the party's Anti-Racism Policy Working Group: Jewish members who believe Israel should exist are to be handled as racists. - Calls Marwan Barghouti, convicted of five murders, merely a "prisoner of conscience". - Supports a proscribed terrorist organisation: it calls for Palestine Action, banned by Parliament under the Terrorism Act 2000, to be taken off the list. - Argues in its briefing paper that the word "antisemitism" is a "misnomer" that should be dropped, and that the definitions used by the UK Government and most councils are "weaponry". ## The motion, line by line (https://zionismisnotracism.co.uk/the-motion) Most people who hear that the Greens "declared Zionism racist" imagine a one-line motion. It is not. It is a 22-page document that defines Zionism as its authors wish it meant, declares the party anti-Zionist, calls for a single Palestinian state in all of historic Palestine, affirms "struggle ... by all available means", and orders that Zionism be "treated as any other form of racism" inside the party. Here is what it says, clause by clause, and what is wrong with it. ### The synopsis **Synopsis.** The motion says: "This motion defines Zionism, recognises its continued harm to Palestinians, and seeks to clarify that the Green Party is opposed to Zionism. It further affirms the right to self-determination and liberation of the Palestinian people and supports the establishment of a single democratic Palestinian State in all of historic Palestine." Our response: One sentence, two things. First, a mainstream British party declares itself opposed to the belief held by the great majority of British Jews: that Israel should exist. Second, it commits to "a single ... State in all of historic Palestine", which is a polite way of saying no Israel. Self-determination is affirmed for one people and abolished for the other. Everything that follows is built on that. ### How the motion defines Zionism **Motion text, paragraph 1.** The motion says: "Zionism is a political ideology which called for the creation, and, now it exists, the continuity, of an ethnonationalist Jewish State in historic Palestine to the exclusion and/or domination of the non-Jewish population. ... This is based upon European settler-colonial systems of domination and oppression, which has also created racial hierarchies between Jews of different ethnicities in Palestine." Our response: This is a definition written in order to be condemned. Zionism is the belief that the Jewish people, like every other people, have a right to self-determination in their ancestral homeland, where Jews have lived continuously for approximately 4,000 years. It says nothing about excluding or dominating anyone. Israel's Declaration of Independence promises "complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex", and two million Arab citizens of Israel vote, sit in the Knesset and on the Supreme Court. The motion defines a word to mean something its adherents reject, then condemns them for holding it. Note the phrase "and, now it exists, the continuity". The motion is explicit that its objection is to Israel continuing to exist. "European settler-colonial" is a slogan, not history. More than half of Israeli Jews descend from the Jews of the Middle East and North Africa, some 850,000 of whom were driven out of Iraq, Yemen, Egypt, Libya, Syria and elsewhere after 1948. Colonists have a mother country to go home to. Jews fleeing Europe and the Arab world had none; they were going home. **Motion text, paragraph 3.** The motion says: "Zionism has created and seeks to maintain, and where possible, expand, an apartheid regime between the Jordan River and the Mediterranean Sea, designed to cement the supremacy of one group, Jews, over another, Palestinians. As such, Zionism is racist." Our response: Criticise Israeli policy in the West Bank as hard as you like: Zionists do, every day, in Israel's own press and parliament. But apartheid was a system of racial separation written into the law of a single state. Inside Israel, Arab citizens have the same vote, the same courts, the same hospitals and universities as Jewish citizens; an Arab judge sat on the panel that sent an Israeli president to prison. Whatever word fits the situation in the occupied territories, it is a dispute about policy and borders. The motion uses it to do something else: to declare the belief in a Jewish state itself to be racism. That is not criticism of a government. It is a verdict on a people's right to exist. **Motion text, paragraphs 4 and 5.** The motion says: "This motion is aimed at the political ideology and practice of Zionism, as defined, and not at the religious or ethnic background of those who may identify as Zionists. Not all Jews are Zionists and not all Zionists are Jews. ... Rejecting Zionism and supporting the liberation of the Palestinian people is not discriminatory against Jewish people." Our response: A disclaimer that does not survive contact with the facts. Survey after survey finds that the great majority of British Jews regard Israel's existence as part of their Jewish identity. A rule that condemns a belief held by most of a protected group falls on that group, whatever the preamble says. That is exactly why the Equality Act 2010 recognises indirect discrimination: a "neutral" rule that disproportionately disadvantages people of one race or belief is unlawful unless it can be justified. Saying "not all Jews are Zionists" is like saying "not all Sikhs wear turbans" and then banning turbans. ### What conference resolved **Resolution 1.** The motion says: "The Green Party declares itself to be an anti-Zionist party." Our response: No other mainstream British party has declared itself opposed to the core belief of a British minority. From this sentence on, a Jewish Green who thinks Israel should exist holds, by their own party's policy, a racist belief. The Equality and Human Rights Commission's guidance for political parties says a party must not discriminate against, harass or victimise its members, associates, guests or those seeking membership because of race, religion or belief. A party cannot adopt this resolution and comply with that guidance. **Resolution 2.** The motion says: "The Green Party rejects attempts to normalise the racist subjugation and oppression of Palestinians; to equate anti-Zionism with antisemitism; to deny or minimise Palestinian human rights; to create hierarchies of racism; and to normalise or attempt to justify apartheid, ethnic cleansing or genocide. [Struck out by the Standing Orders Committee before the vote: "With this we reject the adoption or use in frameworks of the non-legally binding IHRA and JDA definitions of antisemitism (or alike), which have been weaponised to silence legitimate criticisms of the actions of the state of Israel."] We affirm that definitions of anti-Jewish discrimination should not equate Jewish identity with Zionist ideology or political practice." Our response: As drafted, the motion rejected both the IHRA definition of antisemitism, adopted by the UK Government and most councils, and the Jerusalem Declaration, the alternative written by IHRA's own critics. The party's Standing Orders Committee deleted that sentence, but the motion's briefing paper attacks both definitions for pages and describes them as "weaponry". What remains is a party deciding for itself what counts as anti-Jewish discrimination, over the heads of Jews. No other minority in Britain is told by a political party which definition of prejudice against them it is allowed to use. **Resolution 3.** The motion says: "Following from Motion E05, which affirmed that Israel is an apartheid State committing genocide, and Motion E07 supporting reparations and accountability, the Green Party supports the establishment of a single democratic Palestinian State in all of historic Palestine with Jerusalem as its capital, equal rights for all, and the right of return for Palestinians and their descendants." Our response: This is the end of Israel, stated as party policy. A single Palestinian state "in all of historic Palestine" leaves no Jewish state anywhere. The United Nations, the UK Government, the European Union, the Arab League's own peace initiative and the Palestinian Authority all support two states. The Green Party now stands to the extreme of all of them. "Right of return for Palestinians and their descendants" would, by design, make Jews a minority in the only country created as a refuge for them, under a state the motion says is to be achieved by "all available means". There are 174 countries with a majority religion and 43 with an official one. Nobody proposes dissolving any of them. Only the Jewish one. **Resolution 4.** The motion says: "The Green Party affirms the Palestinian people's inalienable right to self-determination, including the right of the Palestinian people to resistance and liberation from Israeli occupation, domination and subjugation, and acknowledges that the struggle to achieve that liberation by all available means under international law is legitimate." Our response: "All available means" is not an accident of drafting. The motion's own briefing paper, section 9, "Affirmation of the Right to Resist in International Law", quotes UN General Assembly Resolution 37/43 on liberation "by all available means, including armed struggle" and says: "This legal principle underpins this motion's affirmation of Palestinian rights." So, by its authors' own account, a British political party has affirmed armed struggle against a sovereign state and member of the United Nations, in the shadow of 7 October 2023, the largest massacre of Jews since the Holocaust. That is the motion the Green Party passed. **Resolution 5.** The motion says: "The Green Party heeds the call from Palestinian civil society to impose broad boycotts and implement divestment initiatives against Israel similar to those applied to South Africa in the apartheid era, and calls upon the United Kingdom Government to impose full embargoes and sanctions against Israel." Our response: Full embargoes and sanctions on the one Jewish state, demanded of no other country on earth, including those with far worse records on every measure the motion claims to care about. The call for a total boycott of Israel, and of everything and everyone connected to it, reaches British Jews directly: their families, their charities, their synagogues and their students. **Resolution 6.** The motion says: "The Green Party calls for the release of all Palestinian prisoners of conscience (including Marwan Barghouti) ..." Our response: Marwan Barghouti was convicted in 2004, by an Israeli civilian court, of five counts of murder for attacks on civilians during the Second Intifada, and is serving five life sentences. Calling him a "prisoner of conscience" tells you what the motion's authors think of killing Israeli civilians. **Resolution 7.** The motion says: "The Green Party calls for the removal of Palestine Action from the list of proscribed organisations in Schedule 2 to the Terrorism Act 2000 (i.e. de-proscription)." Our response: Palestine Action was proscribed by Parliament in 2025 under the Terrorism Act 2000, after its members broke into RAF Brize Norton and damaged military aircraft. Membership of it, and support for it, are criminal offences. This resolution commits the Green Party, a party with MPs, councillors and candidates for public office, to campaign on behalf of a recognised terrorist organisation, in the same document that affirms "struggle by all available means". No other mainstream British party has done anything like it. **Resolution 8.** The motion says: "The Green Party calls for the release of all prisoners detained for non-violent direct action in support of Palestinian rights and the end of the genocide, apartheid and the illegal occupation of Palestine and supports the demands of the Prisoners for Palestine." Our response: The motion treats as settled fact a "genocide" and "apartheid" that are contested findings and live legal questions, and signs the party up wholesale to the demands of an outside campaign group. That is a policy made of slogans. ### What the party must now do **Action point 2.** The motion says: "Zionism, as defined above, will be treated as any other form of racism, and this motion will be implemented by the Anti-Racism Policy Working Group as appropriate and in accordance with its ordinary practice." Our response: This is the clause that turns words into discipline. If Zionism is "treated as any other form of racism", then a member who says Israel should exist is to be treated like a member who expresses racism: complaints, investigations, suspensions, expulsions. For Jewish members that is harassment and victimisation on grounds of ethnicity and belief, in plain breach of the Equality Act 2010 and of the Equality and Human Rights Commission's guidance for political parties. The motion does not merely insult Jewish Greens. It sets up the machinery to remove them. **Actions for the party.** The motion says: "We affirm our commitment to explicitly opposing Zionism in our internal and external communications going forward." Our response: The official voice of a mainstream British party is now committed to opposing, in every communication, the belief of most British Jews. Think about what that means for a Jewish candidate, councillor or staff member expected to speak for the party. **Actions for the party.** The motion says: "MPs, London and Mayoral Assembly Members, Councillors, and prospective Members of the Senedd should take measures at their respective chambers to create local, sub-national, and national action for Palestine, ending any investments in Israel ..." Our response: Every Green councillor is now instructed to bring this into the council chamber. That is why this campaign writes to councillors and local parties as well as to head office: the motion makes it their business. ### What the briefing paper adds **Briefing paper, core principles B.** The motion says: "In 1975, the UN General Assembly Resolution 3379 characterised Zionism ... as "a form of racism and racial discrimination." Although the UN revoked this resolution in 1991 ... it is crucial to note that the repeal was a political manoeuvre, not a reassessment of Zionism itself." Our response: The motion's authors know that the world already tried this. Resolution 3379 was pushed through in 1975 by the Soviet bloc and its allies, and repealed in 1991 by 111 votes to 25, with the UK, the United States, every democracy and the Soviet Union itself voting to repeal, because it had fuelled hatred of Jews and done nothing for peace. The briefing paper's answer is that the world was wrong and the slogan was right. That is the company the Green Party has chosen. **Briefing paper, "The Problem with the term Antisemitism".** The motion says: "The term "antisemitism" is a misnomer that linguistically erases other Semitic peoples, including Arabs, Assyrians, and Palestinians. ... A more accurate, unambiguous, and legally clear term is "anti-Jewish discrimination."" Our response: The paper spends two pages arguing that Jews should lose the word for their own persecution. "Antisemitism" was coined in 1879 by Wilhelm Marr, a German Jew-hater, to mean exactly one thing: hatred of Jews. It has meant that for 150 years, to the United Nations, the UK Government, the Equality and Human Rights Commission, the courts and every dictionary. No other minority is told by a political party that the name of the prejudice against them is "inherently discriminatory" and must be replaced. The motion that claims not to be about Jews devotes its longest passages to redefining what may be said about them. **Briefing paper, "The Weaponisation of Definitions".** The motion says: "The IHRA and JDA definitions are not shields for the vulnerable but a part of the weaponry used to silence legitimate dissent and shield a state from accountability for these supreme crimes, enforcing complicity." Our response: The IHRA working definition is used by the UK Government, the devolved governments, most councils and universities, and dozens of countries. Its text says plainly that criticism of Israel similar to that levelled against any other country cannot be regarded as antisemitic. What it does name as antisemitic is "claiming that the existence of a State of Israel is a racist endeavor". The motion does exactly that, and so the paper has to dismiss the definition as "weaponry". The Jerusalem Declaration, written by IHRA's critics, is condemned too, because it protects "the right of Jews in the State of Israel to exist and flourish". Any definition that leaves Jews a state is unacceptable to the motion's authors. **Briefing paper, "Legal Precedents".** The motion says: "The Miller v University of Bristol Employment Tribunal (2024): This landmark ruling established that anti-Zionist beliefs constitute a "philosophical belief" protected under the Equality Act 2010, making its suppression unlawful discrimination." Our response: The authors cite the very ruling that protects the Jewish members they want to discipline. If anti-Zionism is a protected philosophical belief under the Equality Act, then Zionism, a belief about the same question held with at least the same seriousness by far more people, is protected by exactly the same test. A party that resolves to treat a protected belief "as any other form of racism" and to act on that through its disciplinary machinery is doing precisely what the Miller tribunal found unlawful, with the roles reversed. **Briefing paper, "Propaganda and Hasbara".** The motion says: "Hasbara ... often takes the form of videos, infographics and viral social media posts and hashtags released and promoted by the Israeli state, as well as bots designed to argue Zionist stances automatically in comments sections on social media." Our response: Disagreement is explained away in advance as Israeli state propaganda and "bots". If you are a Jewish Green who objects to this motion, the paper has already decided why: you are either a dupe of a foreign government or a machine. That is how the motion deals with the people it is about. **Briefing paper, opening.** The motion says: "Drafted and developed by Palestinian members, in consultation with Global Majority Greens, Muslim Greens, Jewish Greens, Greens Organise, Young Greens, Vegan Greens ... External supporting campaign groups also include ... International Jewish Anti-Zionist Network (IJAN), Jewish Network for Peace (JNP) ..." Our response: The Jewish groups listed are, by their own names, anti-Zionist groups. Consulting Jews who already agree with you is not consulting the Jewish community. The Board of Deputies, the Jewish Leadership Council, the Community Security Trust and the mainstream synagogue bodies, which between them speak for the great majority of British Jews, do not appear. Read as a whole, the motion is not a statement about Israeli policy. It is a programme: redefine Zionism, declare the party against it, commit to a world with no Jewish state, affirm "all available means" to get there, strip the word "antisemitism" of its meaning, dismiss the definitions that would catch any of this, and treat the members who object as racists. That is why it must be repealed, not amended. ## Questions and answers ### What did the Green Party do? On 4 October 2026 the Green Party of England and Wales voted to declare that "Zionism is racism". Zionism is simply the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Is that racist? No. Green councillors now face a choice about their political future. ### What is Zionism? Zionism is the belief that the Jewish people have the right to live as a nation in the Jewish homeland, where Jews have lived continuously for approximately 4,000 years. ### What is racism? Racism is treating people worse because of their race, ethnicity or national origin, or holding one group to a standard that is applied to no one else. UK law recognises Jewish people as an ethnic group protected by the Equality Act 2010. ### Why is Zionism not racism? There are nearly 200 countries. ### Is Zionism colonialism? Does Israel have a right to exist? The Jews had no mother country. Sources: The map and the call to build an anti-Zionist party, 3 July 2026: https://www.instagram.com/p/DaU5pDhKxVb/ The statement of 6 October 2026: https://www.instagram.com/p/DeKK4E0K38I/ ### Is the Green Party motion against the law? The Equality Act 2010 protects people from discrimination, harassment and victimisation because of race, religion or belief. ### What does the motion actually commit the Green Party to? The motion, A105, is not a one-line slogan. Every clause is quoted, with our response, at zionismisnotracism.co.uk/the-motion. ### How long have Jews lived in the land of Israel? Jews have lived continuously in the land of Israel for approximately 4,000 years. Zionism is the belief that they have the same right to self-determination there as every other people has in its own homeland. ### What can I do about it? Ask them to choose. One polite email to a dozen Green councillors, with Green Party head office in copy, asking each councillor to join the four Green MPs in speaking out against Motion A105, to call publicly for it to be reversed or to resign, and to say which on the record. It takes two minutes, it goes from your own email, and every one is counted. Then share this page so others can do the same. Pressing "Ask them to choose" prepares the email in your own email app, with a handful of Green councillors and local parties, with the party's leadership in copy, already filled in. Nothing is sent until you press send. ### What is the councillors' pledge? A Green councillor can say two things on the record here, in a minute and with no password: that Zionism is not racism, and that the party got Motion A105 wrong. Sign in with your council email address. The pledge says: I do not support Motion A105. Zionism is not racism. Zionism is not a term that can be redefined to suit a position. Zionism is simply the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Is that racist? No. I will treat antisemitism as racism. I will report it through the same channels as any other racism. I will represent Jewish residents of my ward as fully as anyone else. A councillor need not agree with every line: ticking one is enough to sign, and both make the full pledge. Each councillor then records whether they intend to stay in the party to fight the motion or to resign from it due to the motion. The names are listed at zionismisnotracism.co.uk/pledge, and four of the party's five MPs have publicly rejected the motion. ### Who proposed the motion? Lubna Speitan, a Green Party member who joined within the past year from Jeremy Corbyn and Zarah Sultana's 'Your Party'. On 6 October 2026 The Telegraph reported that 2015 court documents described her as a "close friend" of Minh Quang Pham, the al-Qaeda member who admitted planning to bomb the Heathrow arrivals hall, and that she offered to testify in his defence. Asked whether they were still friends, she told the paper: "Yes, it's still the case." The full account, with its source, is at zionismisnotracism.co.uk/the-motion#proposer. ### When did the Green Party pass the motion? The Green Party of England and Wales passed the motion declaring that "Zionism is racism" on 4 October 2026. This campaign asks the party to repeal it. ### What has the Green Party said in reply, and does it stand up? People who email the Green Party about Motion A105 have been getting the same reply. The reply does not say that Zionism is not racism. It does not say the motion is wrong. It does not dispute a line of it. It does not say it will be reversed. They say: "The motion is a statement of the Party's position, it doesn't make any changes to our code of conduct or our guidance on antisemitism." It changes both. They say: "Anything that didn't break the code of conduct on Saturday, still [does] not break the code of conduct today. They say: "We want to reassure you our Jewish members are safe and welcome in the Party as before." "As before" is the problem. Before, the party had not declared the belief of around nine in ten British Jews to be racism. Jewish members are welcome on one condition: that they accept being called racists by their own party's policy. Four of the party's five MPs have rejected the motion in public. The party has been referred to the Equality and Human Rights Commission over it. A reassurance that changes nothing is not a reassurance. They say: "You suggest reversing this motion. They say: "The Party and Leadership are aware of the strength of peoples views on this motion and we will be doing everything we can to make sure all our members, including our Jewish members, feel safe and secure in the Party." Everything except the one thing that would do it. ## Zack Polanski and the motion (https://zionismisnotracism.co.uk/zack-polanski) - 4 October 2026: The Green Party votes that Zionism is racism, and its leader does not vote. At its autumn conference at the Brighton Centre, the Green Party of England and Wales passed the "Zionism is Racism" motion by 1,022 votes to 813. Source: The Jewish Weekly, https://thejewishweekly.com/green-party-antisemitism-row ### Did Zack Polanski vote for the "Zionism is Racism" motion? No. He skipped the vote. The motion passed at the Green Party's conference in Brighton on 4 October 2026 by 1,022 votes to 813, while he was the party's leader, and it is now Green Party policy. ### Did Zack Polanski win the Holborn and St Pancras by-election? No. On 9 October 2026, five days after his party declared that Zionism is racism, Labour's Sagal Abdi-Wali won the Holborn and St Pancras by-election with 12,292 votes to his 8,928. ### Has the Green Party been reported to the Equality and Human Rights Commission? Yes. On 7 October 2026 the Campaign Against Antisemitism referred the Green Party to the Equality and Human Rights Commission over the motion, asking it to investigate whether the party has discriminated against Jewish members contrary to the Equality Act 2010. Seventeen Labour MPs wrote to the Commission's chair asking it to consider whether the party has broken the law. ### What does the motion say? It declares the Green Party an anti-Zionist party, says Zionism "will be treated as any other form of racism", rejects the IHRA and JDA definitions of antisemitism as "weaponised" and backs one state in all of historic Palestine. Every clause is quoted, with our response, at https://zionismisnotracism.co.uk/the-motion. ### Is Zionism racism? No. Zionism is the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Calling that belief racism singles out one people, the Jews, for a rule applied to no one else. The full answer, with the law and the sources, is at https://zionismisnotracism.co.uk/is-zionism-racism. ### What is this campaign asking the Green Party to do? To reverse the motion and say in public that Zionism is not racism. Green councillors are being asked to say where they stand, and every one of them is listed, with their position, at https://zionismisnotracism.co.uk/the-partys-over. ## Quotes for use (https://zionismisnotracism.co.uk/press) > Green councillors now face a choice about their political future. > I am a Zionist, so the Green Party says I am a racist. > You can't be anti-racist and antisemitic. The email tool at https://zionismisnotracism.co.uk/#act writes an email to Green Party head office (office@greenparty.org.uk, leader@greenparty.org.uk, governance@greenparty.org.uk, hannah.spencer.mp@parliament.uk, jacob.sanderson@greenparty.org.uk, zack.polanski@greenparty.org.uk, rachel.millward@greenparty.org.uk, mothin.ali@greenparty.org.uk, harriet.lamb@greenparty.org.uk, sian.berry.mp@parliament.uk, ellie.chowns.mp@parliament.uk, carla.denyer.mp@parliament.uk, adrian.ramsay.mp@parliament.uk, anthony.slaughter-as@senedd.cymru, jonesjb@parliament.uk, bennettn@parliament.uk), copied to a selection of Green councillors and local parties, asking the party to reverse the motion. Every version says "Zionism is not racism". ### A sample email Councillors, I am a Zionist, so the Green Party says I am a racist. Since 4 October 2026 it has been Green Party policy that Zionism is racism. The motion has since put the party before the Equality and Human Rights Commission, on a referral made on 7 October. Two days after that, on 9 October, Zack Polanski lost the Holborn and St Pancras by-election: 8,928 votes to Labour's 12,292. A leader has lost his seat over this motion and the party is before the equality regulator. The motion itself has not moved an inch, and nor, so far, have most of its councillors. The choice is yours, and it is a simple one: call publicly for the motion to be reversed, or resign. Pretending the issue will go away is not a position. It is the motion's position, held by default. Record your position at https://zionismisnotracism.co.uk/pledge#sign-in, with your council email, in a minute. The code is emailed to you; if it is not in your inbox, check your junk folder. The pledge on that page reads: 1. I do not support Motion A105. Zionism is not racism. Zionism is not a term that can be redefined to suit a position. It is simply the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Is that racist? No. 2. I will treat antisemitism as racism. I will report it through the same channels as any other racism. I will represent Jewish residents of my ward as fully as anyone else. Then one of the following: 3. I intend to stay in the Party to fight Motion A105; or 4. I intend to resign from the Party due to Motion A105. Stay or resign, plus one of the first two lines, and you have signed. None of this is about Israeli policy, which anyone may criticise. What the motion condemns is the belief that Israel should exist, held by around nine in ten British Jews, and it tells your party to treat that belief "as any other form of racism". Join the four MPs who have already spoken out against the motion. A councillor who agrees with them can say so in a minute. The councillors who have taken a stand are named on that page, ward by ward. Every Green councillor in England and Wales is listed at https://zionismisnotracism.co.uk/the-partys-over with their position on the motion, where they have one. "No public position recorded" is a position too, and it is the one most councillors currently hold. No other people is told that wanting a homeland is racism. By doing this to Jews, the Greens have become racist. One rule for Jews and another for everyone else has a name. UK law recognises Jewish people as an ethnic group protected by the Equality Act 2010, and the Equality and Human Rights Commission's 2020 guidance says a party must not discriminate against, harass or victimise its members because of race, religion or belief. A councillor holds public office under that Act too, with duties to the Jewish residents of their ward. The party's stock reply to emails like this says the motion makes no change to the code of conduct, that Jewish members are welcome "as before", and that conference cannot reverse its vote. It does not answer the question. Page 6 of the motion says Zionism "will be treated as any other form of racism" and that the motion "will be implemented by the Anti-Racism Policy Working Group". That changes how the code of conduct is applied, in the motion's own words. Jewish members are welcome "as before" only if they accept being called racists by their own party's policy. "Cannot reverse" is not true. Conference can rescind what it passed, and the United Nations revoked its own "Zionism is racism" resolution in 1991. Votes can be reversed. The reply is answered line by line at https://zionismisnotracism.co.uk/#their-reply. To the party: reverse this motion. Thank you for reading this. Sincerely, [Your name] ## Post a free letter (https://zionismisnotracism.co.uk/letter) A ready-written letter to Green councillors, laid out for one sheet of A4 and addressed to the party's head office at: Freepost RJUC-HRKX-TGHG, The Green Party, The Biscuit Factory, Unit 215 J Block, 100 St Clements Road, London SE16 4DG. It is Freepost, so no stamp is needed and the Green Party pays the postage. A one-line handwritten note or postcard to the same address counts too. ### The letter, in full (under the heading "Zionism is NOT Racism": reverse Motion A105) Dear Green Councillor, Your "leader" failed. He did not vote for Motion A105 on Zionism, but allowed the party to plunge itself into accusations of being racist. If you voted for Motion A105 yourself, you have singled out the Jews and that has legal ramifications. The Equality Act 2010 protects Jewish people as an ethnic group; the Equality and Human Rights Commission's 2020 guidance says a party must not discriminate against, harass or victimise its members because of race, religion or belief. Green councillors have a responsibility to uphold equality, challenge racism and protect the rights of every community. That responsibility must apply to Jewish people, too. Zionism is not a term you can redefine to suit a position. It is simply the belief that Jewish people, like the French, the Irish or the Palestinians, have the right to a homeland of their own. Is that racist? No. YOUR CHOICE: REVERSE THE MOTION OR RESIGN The Association of Green Councillors should help members resolve this crisis, not lead them into a political and potentially legal disaster. We are therefore asking every Green councillor to take a clear position: PLEDGE to support the reversal of Motion A105. DEMAND that the party obtain independent legal advice on the motion, its implications for Jewish members and communities, and for the Green Party itself. RESIGN if you cannot support a party that takes meaningful action to address these concerns. ZIONISM IS NOT RACISM. REVERSE MOTION A105. Silence is not a solution. Nor is pretending that the issue will simply disappear. Please pledge today to reverse Motion A105 and tell your colleagues this issue cannot be swept under the carpet, or resign. Sincerely, [Your name] ### Can I change the wording? Yes. Press New wording for another version, or print it and add your own words by hand. Your own words carry the most weight. ### Should I include my address? Yes, if you want a reply. Write it by hand on the lines at the top right. Nothing you write is sent to us; the letter exists only on your printer. ### Can I post one to my councillor as well? Yes. The councillors who backed the motion are listed with their councils. Councils publish a postal address for every councillor, usually the town hall. ### Do I need a stamp? No. Freepost means the receiver pays. Royal Mail charges the Green Party for each letter delivered to this address, so sending it is free for you and costs them. Just write the address exactly as shown, starting with the Freepost code, and post it. ### I have no printer. What can I send? A handwritten note or a postcard. See the short examples above. Sign it, add your name and address, and post it to the Freepost address, no stamp needed. ### Does it get counted? We count presses of the print button, nothing more. We cannot see what you print or post. ## On the record: the press and resignation log (https://zionismisnotracism.co.uk/press#press-log) - 2026-10-13: The Greens take back a councillor suspended for sharing an antisemitic video (The Jewish Weekly). His return makes the Greens the second-largest party on Newcastle City Council, with 24 councillors. https://thejewishweekly.com/green-party-antisemitism-row - 2026-10-12: Activists behind the motion plot to have Caroline Lucas thrown out of the party (The Telegraph). A template letter of complaint has been created, the paper reported. https://www.telegraph.co.uk/politics/2026/10/12/pro-palestine-greens-plot-to-banish-toxic-caroline-lucas/ - 2026-10-09: Zack Polanski loses the Holborn and St Pancras by-election (HuffPost UK). Green Party leader Zack Polanski lost the Holborn and St Pancras by-election, five days after his party declared that Zionism is racism. Labour's Sagal Abdi-Wali won with 12,292 votes to his 8,928. https://www.huffingtonpost.co.uk/entry/labour-greens-tby-election-zack-polanski_uk_6ac77b9de4b01d1704f7bb62 - 2026-10-07: The Green Party is referred to the Equality and Human Rights Commission over the motion (Campaign Against Antisemitism). The Campaign Against Antisemitism referred the Green Party to the Equality and Human Rights Commission, asking it to investigate whether the party has discriminated against Jewish members contrary to the Equality Act 2010. Seventeen Labour MPs wrote to the Commission's chair asking it to consider whether the party has broken the law. https://antisemitism.org/caa-refers-green-party-to-ehrc-over-zionism-is-racism-motion ## Call head office (https://zionismisnotracism.co.uk/#next) - Head office: 020 3691 9400 - Head office: 020 3691 9401 Hours: Mon-Thu 10:00-16:00. ## Contact and privacy Contact the campaign through the form at https://zionismisnotracism.co.uk/contact.
